In his [[Introduction to the Best American Essays 2007]] collection, [[David Foster Wallace]] introduces the concept of Total Noise as "...the seething static of every particular thing and experience, and one’s total freedom of infinite choice about what to choose to attend to and represent and connect, and how, and why, etc."
He argues that in this modern time of information overload, it is not possible to be fully informed on anything; an informed citizenry cannot exist. Instead, you must select a "Decider" (or many) to help you make sense of the onslaught of information. How you choose is a measure of your adulthood. You must also be willing to be wrong most of the time; "continually discovering new areas of personal ignorance and delusion... In sum, to really try to be informed and literate today is to feel stupid nearly all the time, and to need help."
